Days before the last election Julia Gillard promised thre would be no carbon tax.
After being elected to a minority government she now claims a mandate.

But Ms Gillard says the election has given her the mandate to introduce a carbon price.
"The Australian people have voted for change. They voted for a carbon price, and this Parliament gives us the opportunity," she told Parliament.
With all the people in this world, you would think we could come up with a better quality of politician, but it's the same everywhere.
